Excess amount withdrawn but no ticket generated

I like to draw everyone attention regarding excess amount withdrawn from my bank account by IRCTC . I am regular user of IRCTC online booking from last two year.. On 5th May. I booked two ticket between Mumbai and Nagpur. While booking ticket more than once transaction failed with a message server error. At last tickets were booked and ticket amount of Rs 3829 was deducted from my account. But I was surprise to see in my bank statement that beside original amount of Rs 3829 additional amount of Rs 7950. Bank Statement shows excess amount was withdrawn by IRCTC-Chennai. Even IRCTC website shows 07 transaction failed than why excess amount was withdrawn.

This is my first experience of such incidence while booking tickets through IRCTC .On one side government is stressing to adopt technology and reduce paper work but such horrifying incidence has made me helpless and rethink about online transaction in future. I register complaint with IRCTC customer care, send fax but no answer from IRCTC. I tried to call telephone number of IRCTC but no one to attend call. I think I have lost my Money in a click.
