Non refunding of booking amount

Booked a flat in Kottayam with Jewel Homes 2 yrs ago after paying booking amount, decided to back out due to slow progression of work but company not refunding booking amount inspite of numerous attempts to do so. Sad part is they claim to be a reputed builder.
