Bullying and threatning

I got a rickshaw reg # : MH-03 AK 4083 in

Ghatkopar and asked him to take me to a 5-10 drive

from the RTO. he did that but when I got off and

asked him for the charge he said Rs.30 where as on

he meter card it was showing as Rs.13.

I questioned him about it and said I will only pay

by the card. he said he will take 30 as the road

was bad and his rickshaw may have been damaged. I

refused to pay that and said will only pay by the

meter card. To this he said he will beat me and

started abusing me and my mother.

Luckily I had a few passer by's come to my rescue

and they confronted him and I paid Rs.13! But he

left saying that if m or my mother are seen in

Ghatkopar he will kill us.

Is there any way I can register a complain about

him? If yes, then where?
