Not getting refund amount reg

I booked a ticket on irctc website on 21st may. The ticket between jammu to jaipur on train no.12414 dated 20/07. The payment mode is internet banking. Same time amount deduct my account but ticket was not booked.normally after 3 days of booking the amount is refund but still i donot get my ticket amount.please take a necessay decision in this matter.
