Waitlisted Ticket Refund

I had booked two tickets from IRCTC website (PNR no. 1415603621) and of the two only one got confirmed and the other one was in waitlisted after the chart was made. I filed a TDR (No. ekt2011042002459141) for refund of my waitlisted ticket a year ago, but till date have not received the refund. TDR history says regret and refund will not be made.
