Ticket amount refund delayed

Dear Sir/ Madam,
I had booked Railway e-ticket of the following details:
PNR No. -6346534346
Train No. -8615
Date of Journey - 19.09.10
Class- 3A
No. of Passengers- 2 no.s
Transaction ID - 0249543628
Booking date -08.09.10
Sorce station- Howrah and Destination Station-Ranchi
Total amount = Rs. 992 Rs. 20 = Rs. 1012.00
Due to some problems I coild not travel and I had cancelled the same ticket and filed a TDR in Railway www.irct.co.in website on 20.09.10 and Reference no. was ekt2010092001619435.
But till date nbo refund has been issued to me.
I between I had called up Railway Customer care services at 011-39340000 and one customer care exceutive promised to me that the refund will be sanctioned after 90 calendar days. Now more than the stipulated no. of days has passed away and no action has been taken yet.
I need a explanation in this regard from Indian Railways for this delay or negligence.
I also request Consumer complaints cell to help me get the refund amount with penalty from Indian railways.
