Refund of money

I had booked one ticket from Mumbai CST to Kanyakumari in train no.16381 vide PNR no 8414980172 for dated 30.10.2011 Through clear trip for 2 AC, But train was changed its coach from 2nd AC to 3rd AC. Passenger were told in the train that we will get refund on the station where u get down but still we have not get back our money. How Railway was allowed to do this? It is an cheating case, .
