Refund not processed

I had booked two tickets from Secunderabad to Howrah PNR number 1415603621 and one of the tickets got confirmed the second one was wait listed. I filed a TDR in April for the refund TID-0323459204 and EKT042002459141 for the refund, but till date I have not received any refund amount inspite of several reminders and communication with the railway officials. The railway officials says the request is not approved, I do not know the reason why it is not approved when ticket was not confirmed and passenger did not travel in the ticket and TDR was very well filed within the timeline.

This type of response from teh governemnt is totally unacceptable, which is not initiating a refund for last eight months.
