Non Allotment of Berth to RAC against those who dont have a ticket

I am travelling from Bangalore to Hyderabad in Kacheguda Express and I boarded on RAC. TT checked the ticket and he told it might not be possible for confirmation as berths were not available. To my surprise later he was giving berths to lot of people (around 10) by writing some receipt who had a general train ticket and taking some dakshin from them. Inspite of repeated requests to him he did not allot a birth. Could some one tell whether there is some complaint register or the system is rotten. Will the system be always the same and can nothing be done on this incident.
