One Seat allotted to 3 persons (Railways robbing people money)

I made a booking of Rail Ticket from Borivali to New Delhi for Journey on 11th May. There was Waiting List. On the day of Journey, I checked the reservation status. There was one seat allotted against two persons on my ticket. While boarding train i came to know that there was one more person who was also allotted same seat. Total of 3 persons were given 1 seat. This is case of cheating.
