NOT ALLOTTING THE THE SEAT/BERTH AS PER USER REQUIREMENTS

Dear sir/madam,
i have booked 3 different tickets from PUNE to AKOLA of 2113 GARIBRATH and one ticket from KAMPTEE to PUNE of 1040 MAHARASHTRA Exp. on 16 nov. Total number of seats available in GARIBRATH at that time was 435.. and in MAHARASHTRA Exp. it was 11. i gave the berth preference to lower berth, but allotment is SIDE UPPER... It happened three times for 2113 GARIBRATH and one time for 1040 MAHARASHTRA Exp. As i changed preference to MIDDLE berth, i have been allotted the SIDE MIDDLE berth in GARIBRATH...
As i cancelled all these four tickets, i faced loss of Rs 240.. WHAT SHOULD I DO NOW??
FROM THIS I CAN CONCLUDE THAT IRCTC CHEATS USER TO GET EXTRA CANCELLATION CHARGES AS THE SEATS ARE AVAILABLE IN TRAIN... WHO IS RESPONSIBLE FOR THIS??
