Ticket not delived but money is deducted from my account

Sir,

i booked a tatkal ticket from my irctc account. my journey date is 11-3. but ticket is generated. but from my account money is deducted with the following referece no. shown in my account details.

0317781348IG43753188 TRANSFER TO 62031614673 IRCTC POOL ACCOUNT

how to get back this amount (1159/- )
