Ticket confirmation

I am Narendra, i frustrated with irctc website. i want to know the process behind arranging TATKAL reservation. How can a broker (reservation agent) set a ticket of waiting list num 84 get confirmed. And they are demanding 1000 to 1500 rs extra charges for a ticket. now, a common man can not take a tatkal ticket in irctc.. y all these fuss, if we take a tatkal ticket, i'm sure that won't be confirmed.

We can't get availability for a trip before one month. i know, this is a BIG SCANDAL, that a common man can not understand. PLEASE make it FAIR...
