Complaint Against IRCTC

I have booked an ticket on 04/11 from new delhi to patna date of journey was 09-01-11 PNR Number 6446858517 and Transaction ID 0269948307. But the train was cancelled. I had filled a TDR for refund on 11-01-11 Ref. no. ekt 2011011102003179.I have been informed through customer care that i will get refund within 3 months butdidn'y get any response. Pls help.
