Efund amt complaint

I booked a ticket on 04 Jan HWH to BBS and pnr no is 6405443618 and the amount is Rs438 but i cancelled the ticket on 11 Jan. The message came that refund amt is only Rs348 but as per the rule the irctc charges not refundable and the cancellation fee 40 rupees (total Rs50/-) then why more than charge amt is deducted.
