E ticket W/L cancillation

Dear sir,

I have booked eticket from 17-4 PNR-230-5262761/Transaction id 0204311701 it is not confirmed till date of journy 16-5,

still in wating list IRCTC had rejected the ticket and not refund my money please help me for providing my money. Rule is that if ticket is still wait list they have refund money in the account.so please help me.
