Equest for debited amount in irctc for failed transection

I booked e-ticket from Guntur to Tirupathi on 11th of this April month 2010 through my S.B.I debit Card due net work problem it was not done but my account was debited for Rs 1041/- transection ID 0202328434 please refund the same.
