Refund Processed Incorrectly

I booked a tatkal eticket on 12-May and cancelled it on 13-May, 24 hours before the date of journey. The status of the ticket at the time of booking and at the time of cancelation was WL 5. For a waitlisted eticket the amount deducted should be Rs.20 (tatkal reservation charges) but in my case the amount was deducted incorrectly considering the ticket as confirmed and only 25% was refunded. I had called their customer care and they also agreed that refund has not been processed correctly. But there is no update regarding correction that needs to be done. I was asked to send email to care@irctc.co.in. I have sent the complaint but not getting any reply. I also went to IRCTC office in Pune station to register complaint but nobody entertained my request. They said that everything will happen online. But nobody is replying online.
The ticket cost was Rs.1595 and the amount deducted was Rs.1277. The PNR is 8243107162.
