Faulty mete

I travelled from Maitri Park Chembur to Matunga station in taxi no MH 03 8487 on DEC 09. The taxi had a digital meter and the reading showed Rs. 85 upon reaching my destination. I paid the driver Rs. 100. However he refused to give back the remaining amount quoting that the meter was faulty. What can be done in this situation when no pollice official is reachable?
