Refund of cancelled E-ticket

I have booked international E-ticket using air-india website and then i cancelled it for some personnel reason. then i have followed all the required procedures laid down by air india including writing mails to air india, but till the date i haven't received the refund. it is very unfortunate that government firm is acting like this. i want to bring them to consumer court. can anyone help me on that?
