People travelling in reserved coach

I have traveled by Ferozpur Janata Express 19024 on 19-May from Navsari to Borivli on S2 coach. from VAPI onward passenger started boarding in the train asking people travelling on reserved ticket to provide place to seat.
When I asked Ticket checker, he pretended that he could not hear my voice and walked away. Some of the co-passenger traveled in the compartment seen taking TC taking Rs. 30 per person and was providing seats.By the the train reached VIRAR, entire S2 COACH was jam packed like a General Coach.
Do Railway has some responsibility towards people who are paying more than 4 times the fare than people who are travelling on unreserved ticket and monthly pass.
Why railway police is so much coward to counter such nuisance.
