Illegalally retaining money on exchange difference

I ve purchased clothes worth Rs.- from above shop. Shop keeper said i can change the dress if i want any time.i went on second day just to change 1 dress out of 5. i requested him to give me couple of things instead of that.he was not having that thing in my size. So he told me to wait for 1 month till new stock arrive. am i supposed to wait. As i was purchasing it for my marriage. He retained money with him
