Did Not Complete Work, Will Not Refund Money

My company, Excessive Computing, contracted AppsNCodes, found on the web at http://www.appsncodes.com to develop a software application. We paid them $600 USD to begin work. They were supposed to complete the project by a specific timeframe, after which they would demonstrate a working product and receive and additional $600. Months after the timeframe was up, they still had never completed the project. In July they promised to refund the initial $600 but it is now the middle of September and they never have.

I dealt with Ramesh Rao, Amar, and Allen. I have documentation I will provide if needed to prove this all occurred.
