Complaint against the atrocities of house owne

We have been residing in the rented accomodation of the house owned by Badri Singh. Since last one year he is not supplying water in our flat giving us a plea that motor is not able to support the load. Last month he started digging pipes for fitting a new motor.he has digged the pipes but not installing a new motor.also he ahs digged our verandah and put a restriction that we can't hung clothes for drying outside.not a drop of water is coming in our flat and my parents are senior citizens.they can't move at this very point of time to some other rented accomodation. what should we do? badri singh cruelty, his atrocities is growing day by day..also he uses abusive language and has taken away our peace of mind. we are paying hefty rent.but is it really worth for? what are we getting for the amount we are paying him?

please take action against him for treating his renters as an animal.
