Delay in refilling cylinde

I booked a gas cylinder for refilling on 4 the June. I directly went to the Kalpana gas agency (Indane distributor) at Vijayanagar, Bangalore. My consumer no is: KG54577.They told we will deliver the refilled cylinder in another 4 days. I didn't get the refilled cylinder till 12 th June. When I called over phone, every time they will tell tomorrow. Really I am very much frustrated with these people. What is the solution for this. There is no control over these people. They won't care for any one. Strict action should be taken against these agencies. If they are not providing proper service their agency to be canceled.
