Suspected Malpractice in cooking gas cylinders

This distributor is positively into illegal selling of cooking gas cylinders. Despite booking through the right channel (the automated IVR system) and waiting patiently for over a week, getting the delivery at home was a nightmare. Their local delivery team at Sarjapur (Ibulur) - run by a guy called Manu - has possibly the worst service in Bangalore. Finally after 4 days of incessant and desperate follow up and false assurances ('abhi 30 mins mein aa jayega'/ 'ladka nikal gaya, wahin hoga' etc etc) the cylinder arrived at 16:10 pm today, 9th July. It looked like a fake - absoltely battered cylinder, lose fitting plastic cap on top, weight not as much as a full cylinder should be! Then came the demand for money without presenting the bill. We argued for 30 minutes with the delivery guy refusing to step out and finally spoke with the great Manu - according to whom the bill would follow 3 days later because he made an urgent delivery upon our insistence! Utter and complete CRAP! He refused to come back for payment with the bill. All this after a message from the automated system today at 15:02 pm which read, "Dear Indane customer, against your refill booking 218006, cash memo 5855 generated, cylinder shall be delivered shortly". We were in a helpless situation (family coming over this weeknd and out of gas for over a week), so had to pay the amount (Rs. 415) after verifying it from other bills that the delivery guy showed us. I have just one word for these guys - DISGUSTING! Does anyone know how to get his dealership cancelled?
