Refund of fees

Respected sir,

I paid Rs.31000 (full course fee) on 4th July at Career Launcher, Cannaught Place for Law Coaching and the classes were to begin on 6th July. But the next day only I got call letter from Jindal Global Law School, so I called up Career Launcher on 6th July morning that I will not join the coaching now as I have taken admission in college, they asked me to come on 9th July. I went to their centre on 9th July, they asked me to submit the application and the fee-receipt which i did, they told me that they will refund only 50% of the fees i.e. Rs.15500. Then I talked to their Head Office and their mentor Mr. Abhas SIngh who threatened me on phone, he said me " Do Whatever you can do, we'll not refund the fees in any case", I was shattered to hear this, he said me that If you dare to say this to anybody, he'll file a case of defamation against me, I was heart-broken.

On 16th July, i received cheque of Rs.15500.

I did not attend any class, did not take any material and did not avail any service, still they have kept the hard-earned money of mine i.e.-Rs.15500

Where should I file case against them?
