NOT refund my refundable fees

I have taken admission in 2008 in B.tech civil branch first year . they have taken 5000 rupees as refundable and promise to refund when we leave the college.

In 2009 i drop the college and when i applied for 5000 of my refundable amount they neither replied and nor response.
