Charges asked for under warranty camera

This has reference to my above camera, visited Olympus service centre, at VISION Enterprises, NEw Delhi 110001. Met Mr. Vikas at Service Centre along with invoice, Warranty cards. Problems with camera, shutter not closing completely and SPOTS on screen. On chekcing camera (under warranty purchase date 6 june) he informed service charges INR400. I was surprised. I am in service industry and sometimes worked with Olympus Clinical instruments. No one asks for service charges under warranty. if some thing intentionally damaged then charges for parts asked. The behaviour at your centre was totally non-cooperative and irreponsible nature. when confronted with my view point they were ready to repair free. I was again surprised. how can this happen. Is This the way Olympus treats the customers?? Please le me know if this camera has problem with shutter and screen. If so replace my camera on priority. Please look in to the matter and help me out.
