Charging for cove

Govt got in a new rule of using plastic covers below 40microns. the fast food owners have started following so but have started charging 2rs per cover (some times 40 micron covers are not provided but still charged) i wanted to know if govt has ordered to charge for providing covers in name of nature again consumers pockets are hit! and worst part we have to pay up ending if we do not want covers also and why don't govt totally ban plastic or at least ban the owners from charging such high rates for a mere plastic cove
