Charging more than MRP

Iam from AGRA, and in most of the districts of U.P. the shopkeepers .. vendors... Pan shopkeepers... here are selling the GUTKHA/ PAN MASALA four times the rate of MRP.

Reason they are giving that SUPREME COURT has banned the plastic pouches.

Even after company has released paper packs... still they are selling them more than MRP.
