Abnormal bill amount - Broadband

With reference to my Landline No. 2255026, for the past two months I am getting Internet Broadband which I am using (combo 650 plan) from BSNL bill abnormally i.e for the month of May 10 is Rs 4500/- and June 10 is Rs 4500/- almost 9000/- above. I have requested the BSNL Office Puducherry and they have asked me to give the complaint in writing. on 12.7.10 but no reply has far been received from them. What should I do further. But one thing is that unless I get a detailed letter from them I am not going to pay any such amount to them.
