Connectivity problem

We have opted BSNL dataone home 500 plan. It was good until June. Now we are not able to connect to internet. Always I see a message telling the phone line is busy. Some times it is connected but most of the times it's not. I am not able to download anything because morning till 8 the server is not connected at all.
