Failure of delivery and refund

I had made the payment for the purchase of a laptop on the 7th Feb.
The same was shipped, but was never delivered to my address.
Thereafter I made several phone calls for the re-shipment of the same, but it was still not delivered.
finally, i made a request to cancel the order on the 23rd Feb. The company promised a refund in 5-7 business days.
I have not received the refund till date.
Each phone call to the company takes an average of 30 mins and i have made atleast 20 such calls.
I have also sent two emails to the company - but no reply has been received.
I want the company to refund my money and compensate me for the loss of time spent on phone calls @ Rs. 1000/- per hour.
Furthermore, bank interest should be paid from 7/2 to the date of final refund.
