not getting required kbps

i am using idea net setter... they are cheating people by giving different type advertisement..initially i paid 1999 for hand set..after that one month unlimited usage i top up by 695..but the *top up is activated after 12 hour..they said the speed should be256 kbps.but getting speed is only 2 to 15 kbps with full tower... after two weeks i got a message that you are crossing 5 gb..so the net speed will reduces... its cheating... And the customer officers are unable to answers, So please take necessary action.
