Pathetic browsing speed

I have taken a package which entitles me to 4 mbps, but since the day of installation my surfing speed has not been more then .5 mbps, on repeated complaints to airtel. they opened a complaint, but status was "resolved" in a few days to my dismay! till date my phone has also not been installed, no dial tone! :(
