Not paying at payout

Me and my friend have registered this PTC and my friend have reached the payout level or $10000 now he have requested for payout throuch paypal account. but this company is not responding to him. I have yet to reach the payout limit, i can open the sight and view advertisement and getting $10 on each view. Now i think i should leave this because my friend is not getting anything, same will happen with me... Actually I believe there must be any company who really pay for the services they ask on internet. I am searching that company only... Help me out if anyone knows...
