Bribery for transfer of gas from Tamilnadu to Haryana

I had shifted my address from Chennai to Sonepat, Haryana. Arvind Gas agency, Sonepat accepted my transfer and issued me a passbook only after I paid Rs.600/- as bribery. Also, not properly responding to booking. No cylinder delivery even one week after booking. No proper response to phone calls. Not sure if I would get my cylinder delivered on time.
