Unjustified charges and Misbehaviour of Auto Rickshaw drivers

Auto Rickshaw drivers here in navi mumbai are charging Rs.20 from vashi station to Hotel Blue diamond, after a recent increase of fares which not justified. however their union leader Sunil Borde has given the reason that they have increased charged as they are not allowed to carry 4 passengers. Today while travelling back home from Vashi station, auto rickshaw driver took 4 passengers and was still asking for Rs.20. When one customer objected, he started shouting and threatening the customer and forced him to pay Rs.20. When I tried to support other customer, he started misbehaving with me. I explained that since he is carrying 4 person, he should take Rs.14. And Rs.20 is chargeable if he is carrying 3 passengers only. However, he said that i should keep my mouth shut and get down, as i am anyway getting a seat and he dared me to complaint against him. His vehicle no. was MH43-C6677.By his behaviour it only seemed that he doesnt care of any complaint and law makes no difference to him. He can do whatever he wants and nobody can do anything. So is it that RTO is not taking any action against such drivers? Is that the reason that they have become so carefree? He also mentioned that today is Ananth Chaturdashi, so he is allowed to carry 4persons and also charge more. People in our locality are fed of "gundaraj" of this auto rickshaw drivers. With not many options people are forced to travel by auto and these people force us to pay exorbitant charges which are not justified.
