Milage problem

I have purchased a bike (Bajaj platina 100cc) from Deedi automobiles Trivandrum, Kerala. Their proposed milage was 109 km/litre the dealers assured a milage of minimum 70- 80 km/litre.. But before first service i got about 40-46 km both in city ride and highways. But after second service (8/11/08) i am getting only an average of 33 km/litre.
