Giving cylinder to other person

I have gas connection in Sarvoday Gas Agency. My cun No. 875 On 25 Nov i had book my refill, till date i have not received it On contact they said that your refill has been sold out. And you will receive refill on tomorrow But till date I have not received. They told this story fourtime. And said that you are allowed to complain anywhere. Please help me and solve my problem.
