Rude and un professional behaviou

I had to receive a consignment vide airway bill no 135... 11485.The delivery man insisted on putting a telephone number on the signing receipt which I refused and he refused to give the parcel. I would like to know why is it essential or mandatory to give a mobile number on receipt when the consignee is personally signing the receipt at the address given. This is high handedness on part of Blue dart and i wish to draw the attention to it.
