Illegal charging of Rs. 68/- (Refund)

After getting a message on my mobile Phone (Pre-paid) No. 09416874712, I sent a message to subscribe shayari for one month being free scheme as per message in July' but I was shocked to note that after sending the message for subscribing free shayari on phone, an amount of Rs. 30/- was debited from my balance a/c. for which I immediately sent one more message to unsubscribe and revert my Rs. 30/-, but to no avail. Inspite of this, the shayari was also not subscribed. It means that amount of Rs. 30/- was illegally charged. Similary in Sept'2008 on getting a message an amount of Rs. 19/- for subsequently two months was debited from my a/c for providing me ring tones. Till date, no ring tones has been sent to me and I have faced a monetary loss of Rs. 68/- which does not mean and I don't bother for such a small loss, but illegal charging of Rs. 68/- was noticed to BSNL authorities through a letter, but till date no response has been received. Could you ask BSNL to refund me Rs. 68/-.
