Inefficiency of 139

The system of providing information by 139 is very poor. No one can get any information from this number. The number says that the train is 2 hours late and the train departs at sceduled time. They say the train is running right time and the trains comes 5 hours late. They do not have any information about the any PNR enquiry. Why Railway is not taking any action against this contractor?
