Non receipt of Consignment

An Important document (CBSE Rank Document) required for my daughter's Admission into NIT's was couriered from DTDC (Plus) Branch, Gajuwaka -Visakhapatnam-Andhara Pradesh on 29th June'2009 at 10:30 AM... Vide Consignment Number. V01702940, We were informed by DTDC staff that the document will be received at the destination (Surat) within 48 hours... Even till today (13th July'2009) DTDC staff could not trace this document/consignment and was not delivered to my address at Surat... The last date of Admission was on 5th July (1st Round)... It was surprising, that reputed Firms like DTDC handles important consignments so casually..???..Please suggest, what actions I can take againist DTDC for not fulfilling the contract terms (timely delivery) and lost Consignment..?? I am attaching an acknowledment from DTDC
