EMS Speedpost
Document Undelivered after three weeks

I registered a SpeedPost parcel to be delivered to Indiana University on the 24th January through EMS SpeedPost office in T.Nagar Head Post Office, Chennai. The document however, seems to be untraceable as neither the personnel in Chennai nor those at USPS are clueless as to where the document is currently. My label/eeceipt number is ET21 2615 903I N. Please let me know the further steps to be taken to at least refund the money or deliver the document after such a long delay.
