My wife send me a birthday card for my birthday. The card was send from U.S.A to my residing address in kerala and she had send through prioraty mail of United States postal service Inside this envelope was another envelope which contained my birthday card. The envelope had the U.S postal service custom declaration seal with card mentioned on it. When i received this parcel by postman it was ripped open also the card envelope inside was ripped open. The post man has no clue who did it. My question is can the postal dept.of our country tear the envelope to check what is in it? Is this appopraite.
