Site not opening and ticket booked in Tatkal

As per Railway rule we can book Tatkal ticket before five days and IRCTC timing for booking ticket from 5:30 to 23:30, today I am trying to open site since 5:30 still ticket booking site www.irctc.co.in is not openiong, and when I am checking the seat availibility on site then now only 139 available out of 220.how the reservation done?

I am also taking help to my other friend to different location to open that site, they confirm me that site is not opening. What is going on, please dont make fool to AAM Admi.
