Nondelivery of Cylinde

My HP Consumer No. 613769 (Dealer Name: Tyagi Gas Agancy, Sahibabad, Ghaziabad, UP. I booked the gas on 04.02.2008 and whenever booking is done specially tell them to deliver the same only on saturday or sunday. But last week i didnt get the delivery. Today i called again, the booking person say it take more time for delivery. The reason is shortage of gas. But it is easily avilable in black market and it cost minimum 100 rupees per cylinder more than the normal cost. Sorry to say this is just not acceptable. Please take stringent action, why should the consumer suffer so much.
