Non issue of duplicate gas document

Sir,

I have lost my gas document issued in the year 1996 by Puspalata Gas Agency Sonepur, Orissa code-300750 and submitted my request for reissue of the above document enclosing a FIR copy of the same 15days back. But the dealer is not issuing the same. Please take necessary steps and suggest me if any thing can be done
